As we have not seen the legislation referred to in the telegrams, we are unable to comment in any detail, and like yourselves are not clear what Hong Kong has in mind on registration and markings. We act as advisers to the Department of Transport and to FCO on aviation matters for all the Dependent Territories, our main contact at DTp being Pat Braunton of IA2c who co-ordinates relations between HMG/CAA and ICAO through our Representative and ANC member, both based in Montreal. It may be wise to get her into the loop at this stage, and we are of course prepared to help as far as we can. Indeed Director of OSO, Brian Ellis, will be seeing the DCA Hong Kong, Trevor Thrope, at a conference of DGCA's in Thailand later this year.
