The close proximity of the tunnel entrances to the Taikoo Shing Estate will cause visual and audial pollution of the area leading to a deterioration in property values. The interchange should be constructed further away from the Estate as shown on earlier Government plans.
Meeting between Government representatives and those residents most affected by the interchange i.e. Pine Mansion, was held on 13.3.86.
(i) The interchange cannot be moved further away
from the Estate without adversely affecting design and safety standards.
(ii) Environmental studies show that traffic noise
levels will increase and air quality will be reduced for those residential blocks close to the tunnel entrance. However, measures will be incorporated in the project so that these values will remain within the levels recommended by the Environment Chapter of the Hong Kong Planning Standards and Guidelines.
(iii) The remainder of the estate will not suffer any
significant deterioration in the environment.,
(iv) The visual impact of the interchange will be
softened by the provision of extensive landscaping.
(v) Property values are considered unlikely to be
adversely affected and may well be enhanced due to the change in landuse from residential/ educational development to District open space.
The optimum layout of the interchange has been proposed, and any adverse effects are considered acceptable. It is recommended therefore that the objection be overruled.
