ENGINEERING ASSESSMENT
Introduction
An engineering assessment
of
the Objectors' Schemes has been undertaken using as a basis the plans submitted. Because of
the schematic nature of these plans, it was necessary to develop the Schemes in more detail in order to provide a full understanding of the implications of each scheme.

The assessment has been carried out by refernce to established H.K. Government Standards including the Eastern Harbour Crossing Project Brief and the Transport Planning & Design Manual.

Assessment of Objectors' Schemes
Of the three schemes presented by the Objectors, Scheme I the minimum extent of modifications to the proposed Quarry Bay Interchange and exsiting road network. However, this Scheme and Schemes II and ΙΙΙ were found to be deficient in terms of satisfying required engineering and operational standards and, in some instances, created potential safety hazards.
2.2.2
A summary of the engineering assessment is presented in Table 2.1. This table indicates the extent of modifications that would be required if either of the schemes were to be adopted and itemizes the areas where the schemes fail to meet the standards.
