General Description of the Works
The objective of the works is to provide a second vehicular tunnel crossing between Hong Kong Island and Kowloon. The total length of the dual 2-lane tunnel is approximately 2.2 km from portal to portal, 1.76 km of which will be of immersed tube construction consisting of precast units sunk into a prepared trench in the seabed, jointed and protected as shown on Plan No. RO/13.
Connections with the existing road network are as follows Hong Kong Island
A circular free-flow interchange is to be provided on the Quarry Bay Reclamation, to the west of the Taikoo Shing Interchange, and access to and from the tunnel is by means of slip roads which merge or diverge with the carriageways of the Island Eastern Corridor. A new elevated westbound carriageway is provided for the Island Eastern Corridor ('IEC') south of the existing carriageway, to cross over the tunnel slip roads. The eastbound carriageway of the IEC 18 modified to allow for the slip road connections and to provide an area for tunnel traffic management and the secondary control building. The existing Taikoo Shing Interchange ground level slip roads connecting to the IEC westbound carriageway are realigned to suit the new carriageway alignment. The main span and southern staircase of the footbridge across the IEC immediately to the east of Taikoo Shing Interchange will be reconstructed. Hoi Yu Street. is to be extended to provide access to the ventilation building.
The layout of the road scheme and the limit of the "Works Area" which show the land requirements for construction work are shown on Plan Nos. RO/11 and RO/12.

The tunnel portal is situated to the north of Cha Kwo Ling Road within the present Cha Kwo Ling quarry near Yau Tong, The carriageway is widened providing additional lanes to form a toll
