Introduction :
In opening the meeting, the Chairman introduced the representatives from JBDO, DOSK and DLOSK to the representatives of villagers and cultivators. Mr. CHỦ Yau-ming then welcomed all the Government representatives. He hoped that the meeting could serve to erase the worries of the villagers and the cultivators about the disturbance caused by the proposed Principal Access Road of Junk Bay New Town.
(b) Proposed Road and Tunnel works of the Principal Access Road

A copy of JEDO's Plan Nɔ. JB 1088C was tabled for the meeting's attention. Mr. B.ll. Coultous advised that the proposed tunnel would form part of the Principal Access Road which was intended to provide a direct vehicular link of Junk Bay New Town with Kwun Tong.
He went on to explain briefly the main features of the road and tunnel worka involved, riz :-

the construction of a 900 metres long tunnel with portals, associated roads, and other ancillary works; and
the reprovision of an existing footpath for the villagers.

The villagers worried very much about the nuisance caused by the blasting operations in the tunnel works. Mr. B.H. Coultous pointed out that the road and tunnel works was scheduled to commence in mid-1986 and to be completed in about two and a half years and that the blasting operations would be conducted only within the first one and a half years, He stressed that the building contractor would be prohibited from doing blasting operations within the environs of Ma Yau Tong Village during the time between 11 p.m. to 6 a.m.

Mr. B.H. Coultou went on to explain that because of the aon- struction of the tunnel easement would have to be created, and that once the easement was created persons owning or occupying land above the tunnel should not excavate, drill or bore down below the natural land surface,
without prior approval from the Government,
