On 17 June

1986,

following consideration of

memorandum XCR (86) 109, the Council advised and the Governor ordered, inter alia:

that within two weeks a memorandum should be submitted to the Council setting out the case for and against constructing the second tube of the Junk Bay tunnel simultaneously with the first including the wider economic, transport, construction noise and social implications; and

The purpose of this memorandum is to provide Members with the information requested at (b), to advise Members of the optional procedures for implementing (c) and to request advice on how the project should proceed.

After considering XCC (86)31, on 18 February 1986, the Council advised and the Governor ordered:

(a) that the construction of the

of the first tube of the Junk Bay Tunnel may proceed within the Public Works Programme; and

(b) that the second tube of the Junk Bay Tunnel should be delayed until it becomes justified by traffic demand and forecasts.

Following this decision, the Government consultants prepared the necessary contract documentation and a shortlist of contractors

the construction of the first tube of the tunnel. The completed tender documents must be returned by the contractors by 18 July 1986. It is hoped to award the contract quickly so as to permit construction to start in August.
