(clause 19). The Road Company must in another case pay the
costs to the Government of making land available, but costs
incurred prior to the road operating date need not be paid
until that date (clause 20).
7. Part VI provides for the carrying out of the
construction works, which will, in general, not be subject
to the Buildings Ordinance (clause 21). The construction
programme, designs, methods of construction and terms of
the contracts with contractors must be approved by the
Director (clauses 22 to 28) or exempted by him from
approval. Minor or incidental works can, however, be
carried out with the Director's approval without going
through the approval procedures (clause 29). Clause 30
sets out the basis upon which the Director is to exercise
his discretion and specifies the Director's powers to
enforce compliance with the provisions relating to
construction and design. Clause 31 sets out a number of
other powers of the Director. Clause 32 deals with
precautions to be taken by the Road Company to prevent the
obstruction of shipping and aircraft during the
construction works and clause 33 deals with the restoration
of the sea-bed and land after the completion of the
