Your note on DTp's letter of 9 December, and Ms Walker's minute of 19 December to Ms Reid, copied to you, refer.

Having discussed with Ms Reid, I am inclined to share Mr Whomersley's reservations on Hong Kong dealing direct with the UNCTAD Secretariat on this issue. We shall wish at some later stage before 1997 to address the wider question of Hong Kong's position vis-a-vis UNCTAD. But for the moment I believe that we should play safe and advise DTP that all dealings between Hong Kong and UNCTAD on the Liner Code should
should be channelled via HMG (except of course that Hong Kong should not actually rebuff a direct approach from UNCTAD, if such were to occur).
