The users of shipping in the NATO pool would be member govern-

ments of the Alliance, who would determine their national priorities

for shipping for military and civil purposes.

In a period of crisis

the North Atlantic Council would be responsible for deciding policy

guidelines for overall priorities within the Alliance. These policy

guidelines would be used by the DSA

DSA in the allocation of shipping

to member governments.

7 The DSA would stop operations not more than three months after

a

general

cessation of hostilities

unless the

represented on the authority decided otherwise.
