KOWLOON-CANTON RAILWAY CORPORATION (AMENDMENT) BILL 1986
Introduction
On 26 February 1985, having considered memorandum XCC (85)17 on the public transport strategy and associated services of the Light Rail Transit (LRT) system, the Council advised and the Governor ordered

the
(a) that Government should proceed with land acquisition and disposal on the basis
(b)
described in paragraphs 16-18 of the memorandum; and
for
that the division of responsibilities implementing the engineering/operating
aspects of. the system as set out in paragraphs 20 and 21 of the memorandum should be adopted.
This memorandum informs Members of the progress of LRT project, and seeks Members' approval to the introduction of the Kowloon-Canton Railway Corporation (Amendment) Bill 1986, at Annex A to this memorandum, to the Legislative Council.
The Bill provides a legislative framework for the Kowloon-Canton Railway Corporation (KCRC) to construct the LRT and to operate the LRT and an associated bus service in the North-west New Territories and to make consequential amendments to other legislation.

Having accepted Government's invitation
invitation to take the LRT project as the owner and operator of the system, the KCRC invited tenders from the 5 competing consortia in January 1985. At its meeting held on 15 July 1985, the KCRC Board decided to award the contract for Phase I of the system to the Australian Consortium headed by Leighton Contractor (Asia) Ltd and the Metropolitan Transit Authority of the State of Victoria, Australia. A contract was formally let on 2 August 1985 at cost of $1.16 billion. To implement the project, the KCRC has appointed Transurb/Freeman Fox as Project Manager and Engineer and Scott Wilson Kirkpatrick & Partners as Civil and Building quality consultants.
Work on the project is under way. According to the present programme, Phase I of the system is scheduled to be in operation in August 1988.
