MEMORANDUM FOR EXECUTIVE COUNCIL
TUEN MUN/YUEN LONG PUBLIC TRANSPORT STRATEGY
LIGHT RAIL TRANSIT SYSTEM AND ASSOCIATED SERVICES
Introduction
On 22 November 1983, after XCC (83) 125,
considering memorandum the Council advised by a majority Governor ordered
vote and the

that the KCRC should be invited to take on the LRT project
38 owner/operator, subject to its own assessment of viability, and to commence discussions with the consortia accordingly, with
assistance from Government.
This memorandum informs Members of progress November 1983, and seeks Members' advice on
(a)
appropriate

the basis of land acquisition and disposal; and (b) the division of responsibilities for engineering works.

On 24 November 1983 the Secretary for transmitted the invitation to the KCRC to take on the project Transport subject to the Corporation's Own assessment of viability, on the clear understanding that Government would not be required to provide direct financial input or to give guarantees in respect of any loans to be secured. Both parties worked on the assumption that the division of responsibilities on land and engineering matters previously negotiated with the Hong Kong & Kowloon Wharf Godown Co Ltd (the "Wharf Company") would
broadly apply.

The Corporation accepted the invitation and appointed consultants to undertake A feasibility study, guided by a multi-disciplinary working group of KCRC management, Government officers and a specialist adviser seconded from the MTRC. The consulting engineers were Scott Wilson Kirkpatrick & Partners, assisted by Parsons Brinkerhoff (Asia) Ltd. who advised on electrical and mechanical engineering. N.M. Rothschild & Sons (Hong Kong) Ltd. provided financial advice.
