On 24 November, 1983, you invited the Corporation to take on the Tuen Mun/Yuen Long Light Rail Transit (LRT) project subject to our own assessment of viability. The initial feasibility study is now complete, and is being considered by the Corporation's Managing Board. Before making a final decision the Board have asked me to obtain specific assurances from Government on the following three points:

transport in the area to minimise the risk of low patronage reducing viability. can be achieved by:

the LRT operator (the Corporation) controlling both the LRV and local bus operations. No other public transport operator (excluding taxis), whether franchised or not, could offer services wholly within the LRT area without the Corporation's acceptance.

adopting a 10% peak houf factor for the initial implementation programme. The peak hour factor can be reviewed once actual operating experience has been gained.
