I am directed, following the decision of the Governor in Council on the 22nd November, to invite the Kowloon-Canton Railway Corporation to take on the Tuen Mun/Yuen Long light rail transit project, as owner/operator, subject to the Corporation's own assessment of viability.

The necessary documentation setting out the objectives, network definition, and patronage forecast will be put together and forwarded to you, to enable the Corporation to commence its discussions with the interested consortia. Corporation is asked to come to its own independent assessment of financial viability on the clear understanding that the Government would not be called upon for any financial input or to give guarantees for any loans to be secured.
The Government is prepared to offer assistance concerning the technical aspects, including the provision of supplementary bus services which the LRT operator would wish to provide within the transit area.
