Introduction
On 26 April 1983, after considering memorandum XCC(83)43; the Council advised and the Governor ordered

(a) that the decision on the public transport system to be adopted for Tuen Mun should be deferred for six months to await the outcome of further studies;

The purpose of this memorandum is to inform Members of progress made since then. It proposes that, all aspects considered, the LRT
LRT should continue · to be the core public transport system rather than now adopting a bus system. It discusses what type of LRT operating agency might be appropriate. Members' advice on these issues is sought.
