June 1986, after considering memorandum XCC (86) 111, the Council advised and the Governor ordered
that the Kowloon-Canton Railway Corporation (Amendment) Bill 1986, as at Annex A to the memorandum, should be reconsidered at the meeting of the Council on 27 June for which there should be circulated :
(a) a copy of the terms agreed between Government and KCRC for the operation of the system;
(b)
(c)
(d)
a statement of the options available setting and controlling fares on the system;
for
a note on the fares which are now subject to control by resolution of the Legislative Council;
an assessment of the present attitude of the KMB Co Ltd.

The case for choosing the LRT system rather than buses as the principal mode of public transport in the North-western New Territories is set out
