Explanatory Memorandum
This Bill provides for the construction and
operation by the Kowloon-Canton Railway Corporation of a
light rail system serving Tuen Mun New Town and Yuen Long
and also for the setting up of a North-west Transit Service
Area in the vicinity of this railway in which the
Corporation will operate a public bus system.
