(A) Intorduction
A plan and scheme for the New Territories Circular Road
Improvement project, Au Tau to Fan Kam Road, giving details of the
proposed road works, land requirements and the creation of other
rights were prepared in accordance with Section 5 of the Roads
(Works, Use and Compensation) Ordinance (Chapter 370) (hereinafter
referred to as "the Ordinance") which plan and scheme were deposited
with the Lands Office and published in accordance with Section 8 of
the Ordinance. Following consideration of objections received
pursuant to Gazette Notice GN 3453 calling attention to the plan and
scheme, the Governor in Council authorized the works and the use
with modifications and a notice (GN 3733) calling public attention
to the authorization was gazetted under Section 11(9) of the
Ordinance on 25th November 1983.
Subsequent to authorization of the modified plan and
scheme, the preliminary study of the chosen route for the Vehicular
Border Link at Lok Ma Chau was concluded. To facilitate the
incorporation of the interchange between that road and the
New Territories Circular Road in the scheme, amendment to the
plan and scheme considered was proposed under Section 11(5)
of the Ordinance. Subsequently the Governor in Council amended
the plans.

that amended plans and scheme. G.N. 114 and G.N. 2230 calling public
attention to the above amendment were gazetted. under the Ordinance on
11th January 1985 and 12th July 1985 respectively.
(3) Description of Proposed Amendment to Plans and Scheme
Under the scheme already considered by Governor in Council,
temporary easement was created over the land described therein and shown
in the plans annexed thereto for 3 years for use as a works area. It is
now proposed that such land which is now delineated and coloured orange on
Plan No. YLPR 38 and more particularly described below be resumed under
section 13 of the Ordinance for the purposes of or incidental to the works
or the use.

600 R.P., 601 R.P., 602 2.2., 603 R.P., 607 R.P., 661 C.R.P. (Fortion),
669 R.P. (Portion) in Demarcation District No. 99.
