Road Improvement Work
Harbour Road/Harbour Drive Hong Kong
With reference to the telephone conversation (Messrs K Westmoreland/ T Farnworth), we summarise the history of the negotiations which led to agreement on various road works in this locality:-
(1) In August 1984 we drew attention of the Transport Department to the unsatisfactory traffic circulation system introduced in the locality. Also, the feeding of Kowloon-bound traffic into the locality over Marsh Road flyover after the opening of Aberdeen tunnel with the resultant blockage of Hung Hing Road which pre- vents or delays access into Harbour Road. We also made proposals for improvements.

An unsatisfactory response was received from Transport Department and consequently in January 1985 when 0.Z.P. S/H5/2 was published we submitted an objection against the Town Plan. We outlined the improvements required which would persuade us to withdraw the objection.
As a result of discussions in the Town Planning Board the Commis- sioner of Transport was requested to consider the problem again and subsequently we held discussions with Transport Branch and Transport Department at which the following were agreed:-

Lay-bye No.1 On the Harbour Drive circular route (see attached plan) to ensure that the two existing lanes would be kept free from traffic movement. (At present the inner lane is consistently blocked by stationary vehicles.)

Lay-bye No. 2 Similar to (i) but along the Causeway Centre frontage on the south/north section of llarbour Drive. This is an essential lay-bye since this short section of road is highly congested due to:
