SPECIFIC OBJECTIVES OF THE CO-ORDINATION POLICY
In pursuit of the coordination policy, certain
specific objectives are identified:
a)

the economies of scale and the off-street
advantages of the railways should be optimised;
on railway corridors where there is overall
adequate capacity, new bus routes should be
discouraged if
(i)
they parallel a rail corridor for a
substantial part of their length; or
(ii) the parallel road corridors are already

congested;
railway and ferry feeder services should be
encouraged where these are economically useful, as
far as possible through closer financial and
operational arrangements between the bus, ferry,
and rail operators. Rail and ferry operators
should be permitted to provide their own bus feeder
services where franchised companies do not wish to
do so;
Hong Kong and Yaumati Ferry Company should be
encouraged to rationalise further its cross harbour
services.
