reasonable excuse contravenes any
requirement under regulation 3(4) or any
of the provisions of regulation 3(5), 4(2),
6, 7, 8, 9, 10(1), 10(2)(a), (b) or (c),
11(b), 13A(1)(m), (n) or (o), 13A(2)(f),
13A(3)(i), (j) or (k), 15, 16, 17, 18 or
20(1) commits an offence and is liable to
a fine of $2,000.

contravenes any of the provisions
of regulation 5A, 5B, 11(a), (c),
(d), (e) or (f), 12, 13A(1)(a),

(i), (j), (k) or (1), 13A(2)(a),
