The Resident Representative of the People's Republic of
China to the International Atomic Energy Agency presents his com- pliments to the Director General of the Agency and has the honour to affirm that, with respect to Article 3 of the Convention on Early Notification of a Nuclear Accident, China will notify on a voluntary basis nuclear accidents other than those specified in Article I of the Convention which might produce transboundary radiological effects as declared at the Special Session of the General Conference of the Agency on 24 September 1986 by Mr. Jiang Xinxiong, Head of the Chinese Delegation, who signed the Convention on 26 September 1986 on behalf of the People's Republic of China.
