The only uncertainty over the list of¬ Ministers proposed by the French was over Transport Ministers two Transport Ministers should discuss at the EC Transport Council on 10/11 November. Their attendance would be a useful demonstration of continued support for the CFL project. They had other subjects
to discuss too.

Mitterrand and the run-up to the European Council; regional issues.

Mr Ratford explained the reasons for imposing the FICZ. would strongly object to any UNGA Resolution not endorsing self-determination. M Plaisant said that French legal advisers were working on the FICZ, and should have reached a conclusion by the Summit. The French would find it difficult to change their vote if this year's UNGA Resolution were the same as the one they supported in 1985. Mr Ratford reminded the French that the Summit would fall
just before the Falklands debate.
