Returning to the question of Chinese association with the IAEA, Dr Blix said that although they made good use of the IAEA facilities, it turned out that in their safeguards' negotiations they wanted the same type of arrangements as currently applied to the other nuclear weapon states. He had hoped that they would accept an overall agreement for both the Daya Bay and Shanghai plants but they had instead insisted on bilateral agreements.
