As promised in our Telno 3859, please find enclosed a copy of the letter issued by the State Council, on 29 March 1986, to the Ministry of Nuclear Industry providing guidance on how the question of third party nuclear liability should be handled in the PRC. (A copy of the translation is also attached.)
I also enclose, simply for your information, a summary translation of an article that recently appeared in the Hong Kong Economic Journal on the subject.
