HONG KONG: IAEA

1 I was somewhat puzzled by your telegram 17 of 28 November, not only because of the strange disappearance of the copies of the Statute, but also because of the question of "Hong Kong's long-term participation in the IAEA".

2 I enclose two further copies of the Statute, as well as the latest pages coming out of the meeting of safety experts in November and some back-references just in case you do not have them. May I suggest that if you require any further documents that you select relevant items from the publications list which I believe you have, send me a letter and I will arrange to have them purchased and charged to your account.

3 The reference to Hong Kong's long-term participation in the IAEA puzzled me somewhat as I thought that FCO telno 1856 of

1 September 1986 had made it clear that Hong Kong cannot become a member of the IAEA and therefore could not formally participate in the IAEA. Should the intention, however, be merely to be

seek links between the Agency and Hong Kong then no doubt you will be keeping us and London informed of what you might like us to try and do for you.
