Harwell Consultancy with the Hong Kong Government
You will wish to be aware that the Authority has now drawn up proposals for extending the consultancy with the Hong Kong Government. Details have been sent to Hong Kong for their consideration. The proposals provide for a more detailed risk assessment than allowed for in the original consultancy agreement and for development of the contingency plan already prepared to deal with the consequences of design-basis accidents, consistent with emergency plans in a number of countries. The consultancy now includes visits of AEA staff to Hong Kong and arrangements for the Hong Kong Government to see technical reports in draft, and for the preparation of "public" versions of reports.

You will find attached our proposals for the extensions arid a detailed note setting out the information we require to enable us to meet the customer's requirements. You will see that appropriate warnings are given to the effect that the work we are able to undertake is dependent to a large extent on the quality of the information provided by Hong Kong.
3. You may also wish to know that we are suggesting the insertion of a new clause in the contract which absolves the Authority of any obligation to deal with the Media although we are ready to assist the Hong Kong authorities in this respect.

You may be interested to know that the CEA have asked for a copy of the Phase I Risk Assessment Report. After consultation with the Hong Kong Government it has been agreed that we will let the CEA have a copy on the understanding that (i) it must be treated in confidence and (ii) it is only a preliminary assessment and will be followed, in due course, by a comprehensive version.
