To the Governor of Hong Kong,

August 26th 1986, Hong Kong.

It would be wrong not to educate people of Hong Kong about all the hazards of radiation,, if anything should go wrong to make the nuclear power get out of control, through any mechanical defects or any human errors OT** because of some unforeseeable and unknown reasons

Indisputably, nuclear power under control is of tremendous service to mankind; but if it gets out of control, it is very destructive indeed. So weighing the advantages against the disadvantages, it is only wise to give up the advantages, in favour of loving and cherishing the life of every human being in this world.

It is very likely, most people of Hong Kong, including legislative councillors of course, are ignoramuses in respect of all the hazards of radi- ation.

Those people who are in support of having the nuclear power plant in Daya Bay only adopt 'the wish is father to the thought and that is that.

What happened recently in Russia was only an insignificant incident, in comparison with a violent explosion from a huge nuclear project. The point is that it would be wrong to rule the possibility about any risk of having a violent explosion from any nuclear projects all over the world.

Perhaps an accident or a natural disaster may also prompt an enora- mous nuclear power to get out of control. Could any wicked or lunațię peo- pla deliberately do something to cause any nuclear power to be out of control ?

that The fact is many things can actually happen to cause the nuclear power to be out of control, beyond any prediction and comprehension.

Fortunately, so far so good, 'an ounce of luck is better than a pound of wisdom, in regard to those nuclear projects all over the world. Surely,

it is futile to have all the safety measures without luck.

Anyway,, another nuclear power in this world is bound to be out of con- trol, in accordance with. 'to err is human1 in the future.

By virtue of the possibility about the nuclear power. getting out of control, I shall not be surprised that it will be the turn of the nuclear power in Daya Bay to be out of control.

Nevertheless,, in view of all the hazards of radiation, all the authori- ties concerned in Hong Kong should do all they can to stop having the muclear projech

in Daya Bay, at all cost, even though the Chinese Government in main- land China would go ahead and sign the contract concerned, as scheduled, a- gainst the wishes of people in Hong Kong.

After all,, it is the care for the life of every resident in Hong Kong that counts.

However, this letter is mainly to urge Your Excellency and all the authorities concerned in Hong Kong to acquire knowledge and understanding of all the hazards of radiation,, so as not to act like "fools rush in where an- gels fear to tread! Okay?
