Dear Mr Luce,

any

Friday 18th July 1984.

I point out, under

May circumstances, the Chinese goverment

must not be allowed to set

up any

Committee whatsoever to overse administration

ev

Hong Kong before after 1997 because Chinese leaders did say that China would I honour the treaty and above all, would let Hory Korg people have democracy and self-as

administration in Hong Kong after 1997. Accordingly, Chinese leaders are expected to keep their words and allow the

British administration to go on in Hongking

without

interference whatsoever

any the Chinese Gwernment

ΕΥ

from

either

Hong Kory people until

the last minute in 1997 when China

regain

sovereignty. Even after 1997, the Chines Government is not supposed to interfere the democracy and self-administration in Hong Kong. The point is that of Britesh Government permits

set

up

a

committee to be

te oversee the administration

before 1997 it is very likely China will Continue to oversee self-administration
