The Basic Law ought to be drawn up by people of Hong Kong and the British Government together, according to what has been practised in Hong Kong and what is best for Hong Kong to go forward all the time so as to play a leading role to help China.. That is precisely why the Draft Agreement should be declared to be null and void. It is all very wrong for the Chinese Government to draw up the Basic Law,
on the i grounds that. communistic system is totally different from the system in Hong Kong.. Now that the Basic Law is going to be drawn up by the Chinese Government, based on the Draft Agreemtn, not by the people of nong Kong and the British Government, it does show crystal clear that the Chinese Government is not to set people of Hong Kong free, but to set up a trap for people of Hong Kong to fall into.
If people of Hong Kong are going to have freedom instead of be- ing the instruments of the Chinese Government to make money for China, all the Chinese Government should do about the Basic Law is to approve and say, 'yes dear, if that is what is good for Hong Kong, people of Hong Kong will have this Basic Law and be free to pursue your lives happily ever after, forever and ever."
Unfortunately, the Chinese Government only wants to possess Hong Kong and every thing, including people of Hong Kong,of course, in it ▸ There is no sign at all that the Chinese Government loves people of Hong Kong. So far, the Chinese Government has only done all the taking while people of Hong Kong and the British Government have to do all the giving, as demanded by the Chinese Government.
Consequently,, since the Chinese Government has already refused to continue British administration in Hong Kong after China regains so- vereignty and the contents of the Draft Agreement is not only a pact of beautiful lies but is also a series of impossible dreams, all I can say is that it is just too bad that the suggestions about the Basic Laş, as mentioned above, have only turned out to be sheer day dreams.
Do you know many people do not like what has been changing in Hong Kong? Don't you know many people prefer British administration in Hong Kong after 1997 ? Can the current leaders in Hong Kong do something to have the British Government,in any form, in Hong Kong after 1997, by way of the Basic Law ? Could you get those current leaders in Hong Kong to have some wisdom to change Hong Kong for the better from now on ?
Now that I have been foolish and naive enough as to write and ex- press my views which may be shared with many people, especially those people who 'keep their mouths shut and their ears open', I think, I had better say to myself, "whatever will be will be' and 'thy will be done, oh Lord'.

In despair this letter is merely to put you and those whom it may concerned on. notice about what the future may hold for people of Hong Kong in the absence of the spirit and strength of the British Government
