that the joint venture contract was about ready. Upon Mrs. Thatcher's signing of the Joint Declaration on the Future of Hong Kong in Beijing on December 19, 1984, the nuclear show rolled again.

In January 1986 (3.1.86 SCMP), Lord Kadoorie signed the joint venture contract in Beijing and the next month the Guangdong Nuclear Power Joint Venture Co. was established. The basic cradle for the dream was in place. (Ref.Sundau Standard 17.8.86)

In 1983, Exco, under the direction of the Governor, "secretly" gave its blessing to the Daya Bay Project by committing Hong Kong to purchase 70% of electricity from the nuclear plant, and by approving the financial participation of $600 million in the form of a guarantee. China Light and Power was to arrange for its subsidiary the Hong Kong Nuclear Investment Co. to cooperate with the Guangdong Nuclear Investment Co. in the purchase of GEC turbine generators and French nuclear reactors. We beg to stress the above facts, which all point to the British participation of the sale of not only GEC generators but also that of the high tech involved in building the nuclear power plant at Daya Bay.

5 We express deep regret about Your Majesty's servant Mr. Barton's statement about the "undoubted benefits of nuclear power". This is not backed up by any figures and facts that have been established "beyond doubt", and accepted worldwide. Rather, we are fully aware of the tremendous objection to nuclear power amongst inhabitants of Britain. Incidentally, as recently as 15.9.86 in the Hong Kong Standard a piece of London news ran as follows: Most Britons would like to see nuclear power phased out, according to a public opinion poll which reflects mounting concern over nuclear power since the Chernobyl nuclear reactor accident in April.( Enclosed newspaper clipping )
