the public was supposed to be meditating on this fantastic report between 7th and 13th of September, the Governor took a group of Exco members to London, arriving in London on 9th September, meeting Thatcher on the 10th, leaving on the 12th September, after supposedly having made a report on the Hong Kong public's opinion.
F Then they flew back to Hong Kong on September 13th Saturday, and to Peking on 15th September, to sell the "Emperor's new dress" to the Peking court

On the 17th September, the 11 member UMELCO group, headed by Maria Tam and Allen Lee left Hong Kong, arriving in Peking on the 18th to have dinner with Mr. Chow Ping that same night. On the 19th, they visited the Atomic Energy Research Department, and went to see a opera. On the 20th they visited the Quinghua University Nuclear Energy Research Department, followed by interviews with Mr. Li Peng for 1 hour and dinner with Mr. Ji Peng Fi also on the 20th. They returned to Hong Kong on the 21st. On the 23rd of September, 7 contracts altogether were signed in Peking, concluding the Daya Bay deal.
H. If the above mentioned hasty steps do not amount to indecent haste we can't find another name for it.
Thus is the absolute worthlessness of this UMELCO fact finding delegation.

Whereas we will never forget the date 26.9.84. we are fully aware that substantial negotiations on the turbine contracts and the Daya Bay project had indeed begun long before 26.9.84., evidence as follows
A. Deputy Chairman of China Light and Power, Sir Sidney Gordon is quoted in a report in the Newspaper Oriental Daily of May 1982, saying that political factors outweigh the interests of shareholders of China Light and Power in developing the Daya Bay nuclear plant.
