Your recent letter to HM The Queen about the proposed nuclear power plant at Daya Bay has been passed to this Department for reply.

Her Majesty's Government is conscious of its responsibility for the safety of the people of Hong Kong, as part of its overall responsibility for the territory. We have followed very closely the expressions of concern in Hong Kong about the safety of the Daya Bay project, and have

and have stressed to the Chinese authorities several times the need for them to take steps to allay these concerns by ensuring that the plant will be built, operated and managed safely. We are also glad that China will have received the UMELCO delegation before contracts for the project were to be signed, and that China has given publicity to various measures on safety.

I should point out that there is no link of any kind between the Chinese choice of the UK firm GEC as the supplier of turbines for the project and agreement on the future of Hong Kong. The text of the draft agreement on the future of Hong Kong was initialled by representatives of the British and Chinese Governments on 26 September 1984, before substantive negotiations began on the turbines contract.

of course, no one can given an absolute assurance that operation of any power station, whether nuclear or conventional, will be entirely problem-free; the report of the UMELCO fact-finding teams fully recognises this point. Against the very low probability of accidents, if safety aspects are properly observed in design, construction and operation of nuclear power stations, must be set the undoubted benefits of nuclear power.
