1. As you will see from the attached exchange of telegrams with Hong Kong, we have been caught out on the handling of Mr Fong's two petitions (partly my fault, since when we discussed them I did not twig that having failed to consult Hong Kong we should at least have sent them copies as early as possible). In the meantime Mr Thomas has sent copies of our two exchanges with Mr Fong to Mrs Mok, ESB.
2. However, I think it would be helpful if you would urgently go through our Daya Bay papers and identify any other MPs/public
etters to which we have not alerted Hong Kong. During your summer eave I think I recall sending copies of two (replies to Blaker and Anderson?) to Hong Kong by bag. But we have since had Letters
from Friends of the earth, Hong Kong Link, a Mrs Leigh, and maybe others. Any Letters and replies that have not been sent should be speedily dispatched under a helpful covering letter from you to Mrs Mok, referring to our exchange of telegrams.
