the Chinese government the deep
concerns of the Hong Kong people and the need to address and effectively reduce such concerns which would, in all probability, be with us for a long time;
given that :
(a) it is accepted generally that the
decision to build or
build or not to build the
Daya Bay Plant lies within the
jurisdiction
government;
of
the
Chinese
(b) China has announced
(c)
recently and
has
repeatedly that a firm decision
been made to go ahead with the project; and
this
contribute
we have a duty to
constructively to
issue by
conveying to the relevant authorities in China the importance of adhering to the international safety standards and
management requirements of the Daya
Bay plant;
to explain, to clarify and to exchange views
with the relevant authorities in such a way as to be able to persuade the relevant authorities into considering favourably all the observations contained in our report;
