Mr Renton has read with interest your letter to him of 18 August enclosing a copy of the speech you made to the Rotary Club of Hong Kong about the Daya Bay project.

As you will know, Her Majesty's Government have been following very closely expressions of concern in Hong Kong about the safety of the project. We have also discussed these at length with the Chinese and French Governments: in the light of these exchanges we are confident that every effort will be made to ensure that the construction, operation and management of the Daya Bay plant will be carried out to the highest possible safety standards.

Your speech was a stimulating contribution to the debate on nuclear power which has taken place in Hong Kong during the past summer. Although we cannot agree with all the views which you express, the Minister was glad to have received a copy of your observations.
