"Hong Kong Link" has written to the Secretary of State to ask that we emphasise to the Chinese the level of public concern in Hong Kong, and the need for information on the

project to be made available to the Hong Kong public. How

should we respond?

I recommend that Mr Renton reply on the lines of the

attached draft.

Background and Argument

"Hong Kong Link" is a relatively new UK-based group

with student affiliations: it is connected with "Meeting

Point", a moderate political pressure group in Hong Kong. In April 1985, Dennis Canavan MP wrote to Mr Luce enclosing a letter from Hong Kong Link urging the early introduction

of direct elections to LEGCO.

The Hong Kong media reported before the recent visit to London by LegCo members that the organisers of the anti-Daya Bay signature campaign in Hong Kong had contacted Hong Kong Link in order that anti-Daya Bay demonstrations

might be mounted in London during the visit. In the event,

none materialised.
