Since 1982, the departments concerned in China have started to compile
nuclear safety regulations. After its
was tasked with coordinating various departments concerned in setting nuclear safety regulations. NNSA has now finalised the classification and drafting plans for nuclear safety regulations. The nuclear safety regulations of China are included in the series of Atomic Energy Law, which are
prepared at the same time so that they cohere with one another
and are promulgated by stages according to necessity and the extent of maturity. The drafting of the Atomic Energy Bill has
been completed and is now in the process of consultation.
China's nuclear safety regulations are similar to those
countries with advanced development in the nuclear industry. They are mainly divided into 2 categories, viz. administration regulations standards and rules.
1. Administration regulations
Nuclear Safety Management Regulations
stipulating
major issues like the scope of management, the managing body and its jurisdiction, principles and procedures of supervision and management, etc. They are promulgated by the State Council and are legally-binding instruments.

Implementation Specifications these are rules on the
actual methods of implementation. They are based on Nuclear
Safety Management Regulations promulgated by the State
and are legally-binding instruments.
