The Monitoring of Nuclear Safety in China

National Nuclear Safety Administration

First of all, let me express a warm welcome to your

delegation on

behalf of the National Nuclear Safety Administration (NNSA), Mr JIANG Shengjie our Director General, Mr

SHI Guangchang our Deputy Director General (Executive) and Mr LIN

Chengge, our Chief Engineer. Yesterday, Mr ZHOU Ping, our

Vice-Minister of Nuclear Industry, must have already briefed you on our nation's nuclear energy development direction, policy, and

construction programme which includes the Daya Bay Nuclear Power

Plant. Nuclear energy is a safe and clean source of energy; but

it certainly also has some degree of potential danger. Nuclear plants in the world have now accumulated 4,000 reactor years of operational experience with a good safety record. This is mainly

because effective nuclear safety management and stringent

monitoring work have been undertaken throughout the entire

process of designing, operating and decommissioning of a nuclear

plant. International experience shows

shows that it is a most basic

practice to set up a nuclear safety monitoring agency in the course of preparing and implementing a nuclear power construction

programme, so as to ensure safety.
