Speech by Mr MA Fubang, Director of Nuclear Power Bureau, Ministry of Nuclear Industry of China, at the meeting with Members of the Hong Kong Legislative Council Fact-Finding Delegations on Nuclear Power Generation on 18.9.86
Ladies and gentlemen,
I am very delighted to have the opportunity to discuss
with Members of the Legislative Council Fact-finding Delegations
on Nuclear Power Generation on matters regarding the construction
of the Daya Bay Nuclear Power
Power Plant which compatriots in Hong Kong have shown concerns. My collegaues and I have carefully
studied the Report you compiled on return from your nuclear fact-finding visits to France, the USA and Japan. Chapter 2 (in
Part V) of the Report : "Observations for the Consideration of
the Chinese Government and the Guangdong Nuclear Power Joint
Venture Company" deals with aspects concerning design and
construction, nuclear safety monitoring, plant management and environmental protection. My colleagues and I are
are of the opinion that these suggestions are important questions which should be considered in the design review and safety licensing of the Daya
Bay Nuclear Power Plant. Today we have an opportunity to
exchange views which will certainly enhance our mutual
understanding. From the point of view of division of responsibilities, those questions should be answered separately by the relevant departments. However, in view of your short stay in Beijing, and to save your precious time, we have consulted the departments concerned in advance, and I shall now give a consolidated response to the questions raised in Chapter 2, Part V of your Report. I would like to give you our preliminary views grouped into the following four aspects.
