approving the construction of a nuclear plant at Daya Bay, our Government took the decision based on very careful consideration and concrete scientific proof. The question of safety is given top priority in
in the selection of
plant site, choice of reactor type,
type, order of equipment, design. and manufacturing, management of construction, training of
personnel, and safety inspection systems. Therefore, we are of
the opinion that the safety of the nuclear plant will be
safeguarded as long as we adhere faithfully to the principle of
"safety first, quality first", strictly enforce the safety
regulations laid down by our country to ensure the quality of all items of engineering work, adopt well-developed safety measures,
have well-trained operation staff, formulate and carry out a
carefully planned and comprehensive management system, and operate according to the rules of science.
For the development of nuclear power and the strengthening of safety measures, we also attach great importance to extensive exchange and co-operation with other countries, and to draw on all their useful experience and lessons in respect of
nuclear power development. In 1984, Our country officially
joined the International Atomic Energy Agency (IAEA) and was
appointed an executive member country. Our country strictly follows the stipulations of the agreement of IAEA and actively participates in all activities organized by
organized by the Agency. Our
country has entered into agreements or protocols on the use cf nuclear power for peaceful purposes with the USA, West Germany Japan, Argentina, Belgium, Britain and Brazil, and has established good communication with the staff of more than twenty countries and territories. Our country has also joined a number
of authoritative international organizations in the nuclear
field, such as the International Commission on Radiological International Organization on Standardization
Protection (ICRP),
