Though the licensing system appears to be

simple, the entire procedure in fact is a very protracted

exercise. For the Daya Bay Nuclear Power Plant, the NNSA

requires

to submit its Safety Analysis Report in accordance with Regulatory Guide 1.70 of the Nuclear Regulatory Commission of USA. RG 1.70 requires the operating unit to submit

information on the siting; reactor design; coolant system; engineering safety installations; radioactive waste disposal; radiation protection; accident analysis; operation management; quality assurance and other aspects of the proposed nuclear power plant. It must be emphasized that the process of issuing construction and operation licences for nuclear plants in China is essentially the same as that adopted in France and the USA, and conforms with internationally recognized practice.

In answering our queries that

had the Daya Bay site been selected before the Safety Analysis Report was prepared, the Chinese authorities explained that the latter could not be done before selection of the plant site. The decision on plant site was made on the basis of a feasibility study which analysed the geological and locational characteristics of a prospective site. On the other hand, the safety analysis study would be made only after site characteristics data and plant design were available. For instance, the presence of underground water did not mean that
