(A) Organisation

The NNSA is made up of 6 Divisions, namely, the Office of Administration; the Division of Regulations; the Divisions of
Review & Licensing 1 and 2; the Division of Research; and the
Division of Inspection. There are two Regional Inspection Offices, one in Shanghai and the other in Guangdong, being responsible respectively for the inspection of the Qinshan and the Daya Bay Nuclear Power Plants. At Annex F is an organisation chart of NNSA. The NNSA receives advice from the Advisory
Committee of Nuclear Safety on important issues. The Committee
is made

(B) Nuclear Safety Regulations

The work of drawing up
regulations has started since 1982.

Since its establishment, the
NNSA has been placed with the sole responsibility for this task.

At present, four sets of safety regulations have been completed and approved by the State Council. They concern the siting, design, operation and quality assurance of nuclear power plants. They are drawn up according to the Codes of Practice of the IAEA NUSS Programme. The drafting of a set of regulations on
safety management of nuclear installations has also been
completed, and awaiting the approval of the State Council. Others which are now in the process of drafting include emergency planning regulations for nuclear installations and reactor safety regulations. In drawing up these safety regulations, reference
is made to those of the USA,
USA, France, West Germany, Japan and
other countries, which are adopted if they are found to be
applicable to the situation in China.
