On from their fact-finding visits. to Hong Kong from September, the leaders of the Delegations received an invitation from the Xinhua News Agency, Hong Kong Branch, for the Members of the Delegations to visit Beijing to discuss the Report and exchange views with the Chinese authorities on matters relating to the Daya Bay nuclear power project.

At the LegCo In-house meeting held on 3rd September, majority of Members present endorsed the Report and advised that Members of the Delegations should accept the invitation to visit Beijing. It was noted that the invitation was addressed to the Legislative Council Members who had participated in the fact-finding visits to Europe, the USA and Japan, and Members would accept the invitation in that capacity.

Before their departure for Beijing, Members made a press statement (reproduced at Annex A) listing out the following tasks they believed they would perform during the Beijing trip :-
(a) to reflect to the Chinese Government the deep concern of the Hong Kong people and the need to
address and reduce such concern;
