Mr Li, who received the signatures on behalf of the State Council, said that he would reflect the views of the anti-nuclear lobby to sentor Chinese leaders at the State Council.

TVB and some papers noted that Mr Li did not stay to discuss the Daya Bay issue with the HK delegation led by the Rev Fung Chi-wood.

Speaking to newsmen after receiving the signatures, Mr Li said that China understood the concern of HK people and that a series of measures would be adopted to ensure the safe operation of the Daya Bay plant.

In response to questions from the press, the director of the HK and Macau Affairs Office's second department, Kong Kang, said that the signatures did represent part of public opinion in HK. He reiterated that while there were people who were against the project, there were others who were in favour of building the plant. He went on to say that people's worries would be dispelled when they gained more knowledge about nuclear energy.

A spokesman for the HK delegation, Anthony Ha, was quoted by TVB as saying that their mission to China was partly fulfilled as they had handed the signatures to the State Council. They were however disappointed that they had not be able to meet top Chinese leaders. Similar remarks by delegation leader Fung Chi-wood was carried in « several papers.

In HK, acting Senior Legco Unofficial S.L. Chen had replied to Dr Conrad Lam's request for a special Legco in-house meeting on the Daya Bay issue. Mr Chen said that the report of the Legco fact-finding missions would be completed by about September 3 but it had yet to be decided whether a special in-house meeting should be held

ATV-C quoted Unofficial Martin Lee as saying that if Legco did not hold a special meeting, he would call a press conference himself to declare his stand on the issue. He felt that Legco could influence the HK Government on whether the territory should continue to participate in the Daya Bay project.
