The Secretary of State was grateful for the brief which you submitted for the call by the Governor and EXCO on 11 September. He would like if possible also to glance at the UMELCO report, and at any other relevant papers about Daya Bay, with a summary if their length makes them unmanageable in full. Whatever material you judge appropriate should reach him for the box on 10 September.
