It is very possible that the Chinese and British governments would have such a feeling. They would ask whether the Hongkong Government can make its own decisions and who actually holds the reins when it comes to policy decisions. Are the Governor of Hongkong and the Executive Council that he appoints and controls holding the reins? Would the Legislative Council that is not appointed by the Governor and not under the control of the Hongkong Government be holding the reins instead? If it is the Legislative Council that controls policy decisions, the problem would be serious. And, China would ask if the Hongkong Government has turned into a lame duck and whether the UK has breached the Joint Declaration. The Hongkong Government will never be able to defend itself. We do not have to worry that a nuclear power plant accident would happen in seven to eight years. But, a political storm is imminent.

The Report Of the Legco Fact Finding Delegations On Nuclear Power Generation is a light of dawn in darkness. question China's sovereignty. It does not demand that the Daya Bay Project be shelved. Nor does it demand that the nuclear power plant be erected somewhere else. And extra efforts were made to have the report completed earlier than expected. It is not even requested to postpone the date of signing the contracts. Then, to China, all other requests could be discussed. By inviting Legco members of the fact finding delegations to Beijing to express their opinions, the Chinese Government can show that it does not disregard opinions of the people of Hongkong and that it does not act against the advice of the others. And, it stresses that it would only respect constructive 'reasonable public opinion'. As the leaders of the two fact finding delegations could not go to Beijing before 15.9.1986 because they have to go to the UK, the Chinese Government postpones the signing of the contracts which should have taken place before 15.9.1986

the latest as originally planned to 23.9.1986. It is commendable that

China has done it voluntarily.
