5.3.1

The following observations are for the consideration of the Hong Kong Government and the Hong Kong Nuclear Kong Nuclear Company (HKNIC) :

5.3.2 Contingency Planning

(1)

a contingency plan should be drawn up for those areas which lie within 50 Km (50 miles by US standard) from the Daya Bay Plant for protective measures in the event of radiological releases affecting Hong Kong; (Ref: 2.3.23; 3.4.11; 3.4.22)

(2) protective measures should be planned against the contamination of water supply, vegetables and other food and dairy products; (Ref : 2.5.10; 3.4.11)

government committee should be set up for the preparation of contingency plans; (Ref: 3.4.5; 4.5.6)

5.3.3 Cross Boundary Agreement

(1)

cross boundary agreement should be made with China to enable Hong Kong to monitor radioactivity at close range of the Daya Bay Plant, to exchange information and to coordinate contingency planning for Hong Xong, (Ref

3.4.13).
