OBSERVATIONS FOR THE CONSIDERATION

It has to be stated that it is recognised that the decision to build or not to build a nuclear power plant at Daya Bay lies within the jurisdiction of the Chinese government, and we fully recognize the deep concern of the Hong Kong people over the safety, management and operation aspects of the plant.
If a nuclear power plant is to
be built at Daya Bay, the following observations are for the consideration of the Chinese government and the Guangdong Nuclear Power Joint Venture Company (GNPJVC) :-
5.2.2 Design and Construction
(1) to incorporate the sand filter system into the containment building design SO as to further increase the safety features of the containment building at the highest level under condition of high pressure build-up; (Ref : 2.1.16; 3.1.15)
(2) to incorporate a hydrogen recombiner system so as to reduce the probable danger of high level hydrogen concentration, thereby avoiding the possibility of hydrogen combustion; (Ref: 2.1.13)

to incorporate pressurized containment penetration design onto the penetration sleeves of those pipes
