The team of officials who recently went to the

United Kingdom for discussions with the UK Atomic Energy Authority have reported that they had a useful visit.

During meetings at AEA establishment at Harwell and

Culcheth clarification on a number of points was provided by the consultants on both the Phase I Accident Assessment report and on contingency planning.

At Harwell the extent to which contingency

planning would be required was discussed.

Proposals made

by the consultants on a possible structure of an

organisation that might be set up in Hong Kong to assess the hazards that could potentially affect Hong Kong from an accidental release of radioactive material and which would

arrange for necessary counter measures to be executed were

considered in detail, The question of the manpower requirements of such an organisation, its training and other requirements, including the need for regular

exercises to ensure ita effectiveness, were also discussed.

In addition to providing certain supplementary technical information that was requested by the team, it was agreed that broad guidance on how the contingency plan should be drawn up would be included in the consultant's
