(a)
I thanked Li for his message about the invitation
to the fact finding groups to Peking. He said that
this was intended to be helpful. NCNA had worked
hard to impress upon their mainland colleagues the
need to handle this matter sensitively. Nuclear
technicians had a tendency to shoot their mouths
off however. The fact finding groups "observations"/
had struck Li as sensible.
(b)
Signature would follow immediately after the visit
to Peking (as we already know).
LegCo Debate
(c) Li asked whether this would happen. I said I did
not know at this stage. He quizzed me about Martin
Lee's objectives: he found him difficult to read these days. I said that Le clearly wanted to broaden
debate: he was driven by strong passions. There
was an important underlay of Hong Kong feeling on
Daya Bay; but considered Hong Kong opinion did not
always end up at the same point as Martin Lee.
Mainland/Hong Kong
(d) Li perceived deep continuing suspicion in Hong Kong
of the mainland. He made it his business to try
to deal with this. But we had a difficult row to
